Notice of Public Review Draft
- A draft Municipal Service Review (MSR) and Sphere of Influence (SOI) Study for the City of Paso Robles is now available for a 30-day public review and comment period
- You have the opportunity to review and comment on the draft MSR & SOI Study
- If you have received a postcard notice, this is because your property or residence is located within 300 feet of the City's existing and/or proposed SOI boundary
- The Public Review Period is November 10, 2025, through December 10, 2025

- If you have received a postcard notice, this is because your property or residence is located within 300 feet of the City's existing and/or proposed SOI boundary
- Please see the map to review the location of the existing & proposed SOI
- If your property or residence is within an area that will remain in or be added to the SOI, it means there is potential that the territory could be annexed into the City within the next 20 years
- If your property or residence is within an area that will be removed from the SOI, it means the territory is unlikely to be annexed into the City within the next 20 years
- If your property or residence is within the 300ft buffer, it means that you are within the buffer area for the existing or proposed SOI changes

What is LAFCO?
- LAFCO is an acronym for Local Agency Formation Commission
- It is a regional planning and regulatory agency with county-wide jurisdiction, established by State Law
- LAFCOs are responsible for coordinating logical and timely changes in local governmental agencies, conducting special studies that review ways to reorganize, simplify, and streamline governmental structure, and preparing a sphere of influence for each city and special district within each county
What is an MSR?
- A comprehensive study designed to better inform LAFCO, local agencies, and the community about the provision of municipal services of a city or district
- The MSR evaluates the City’s capability to service existing & future residents, analyzes information about the governance structures, and identifies opportunities for governmental efficiencies
- The MSR is a prerequisite to a sphere of influence determination and may also lead a LAFCO to take other actions under its authority
What is an SOI?
- An SOI is defined as the 20-year probable physical boundary and service area of a local agency or municipality
Next Steps
- Once the public review and comment period is complete, the MSR/SOI Study will be scheduled for public hearing, and a separate notice will be issued in accordance with Government Code Sections 56660 & 56661.
