Overview

LAFCO has established this webpage to ensure that relevant information and documents are readily available to the public regarding the Dana Reserve Specific Plan (DRSP). 

The County of San Luis Obispo is the Lead Agency for environmental review and the local land use authority on the DRSP.  As the land use authority, the County is responsible for essential project entitlements, including the General Plan amendment(s), Specific Plan, Conditional Use Permit, EIR, Developer Agreement, and Vesting Tentative Tract Map.  The County  Board of Supervisors approved DRSP and associated land use entitlements, and certified the EIR on April 23,  2024.  

LAFCO’s purview on this project relates to the proposed annexation into Nipomo Community Services District (NCSD) for water and wastewater service.  LAFCO is a Responsible Agency under the California Environmental Quality Act (CEQA) and will rely upon the certified EIR for decision making. 

Now that the DRSP has been approved by the local land use authority, LAFCO will commence annexation proceedings.

• January 11, 2023 – NCSD meeting on the Notice of Application
• January 17, 2023 – LAFCO Response to NCSD to correct the Record
• October 2023 –  County Planning Commission Recommended Approval to Board of Supervisors
• April 2024 - County Board of Supervisor Approved DRSP
• August 2024 - NCSD Approved Tax Agreement, Annexation Agreement, Plan for Service for DRSP
